To discuss the draft master plan of Trivandrum City, a one-day workshop will be held at Kanakakkunnu Palace Hall on Tuesday from 10 am.<\/strong> The master plan to be realised by 2031 was published on March 19 and the notification was released on April 8. The 60 days allocated as per the Town Plan Act to compile the suggestions and complaints is getting over by June 6.<\/p>\n

According to the master plan, Trivandrum city will be divided into 4 zones – City core, Central city, Outer city and City periphery. In the City core, priority is given for public and semi-public use, followed by commercial development and residential development. The central city zone is considered as zone which can be used for expanding commercial area in the core. Thus developments under public and semi-public, commercial and residential sectors will get equal priority. The outer city zone is the vacant land in the outside city which can be used to cater the future residential demand of the city and the last zone city periphery which comprises dry agriculture will be retained as it is.<\/p>\n

Infrastructure developments<\/strong><\/h3>\n

Two city centres at Kazhakkoottam and Vizhinjam are also planned. It was also suggested that for the development of Medical College<\/a>, the Regional Cancer Centre<\/a> and Sri Chitra Tirunal Institute for Medical Sciences and Technology will be shifted to Chenkottukonam. A Court Complex to house a High Court bench in future is also planned in the Kazhakkoottam-Chenkottukonam region. A mobility hub connecting road, rail, air and waterways will be setup at Akkulam and a logistics centre at the proposed Vizhinjam port<\/a> is also planned.<\/p>\n

Land Use<\/strong><\/h3>\n

Land Use will be categorized into three zones and are further divided into sub-categories. Built-up zone for the built-up development, Green zones: Conserved from the environment point of view and will not be used for extensive built-up development and Special zones, for specific development projects.<\/p>\n

Emphasis on greenery and heritage<\/strong><\/h3>\n

The master plan aims to preserve and enrich the greenery of the city by setting up seven parks at various regions. Natural drainage arrangements such as Karamana and Killi rivers, Pattom, Ulloor and Amayizhanjan canals and Akkulam, Parvathy Puthanar and Vellayani lakes will be protected. The areas under the green zone in the previous master plan are suggested for other developments. When land is given for development through this land-pooling scheme, 10% will be set aside for financially backward families. There is also a plan to shift Central Jail at Poojappura to Chenkottukonam, and to maintain the jail at Poojappura as a heritage structure.<\/p>\n

Waste Management<\/strong><\/h3>\n

To eliminate organic waste in the city, a good portion of the organic waste generated is processed at the source-level itself and at a community-level in the markets. To process non-biodegradable and e-waste, modern waste treatment facilities are also suggested.<\/p>\n

Workshop will be inaugurated by Urban Affairs Minister Manjalamkuzhi Ali. Mayor K Chandrika will preside over. Union Minister of State for Human Resource Development Shashi Tharoor, Health Minister V S Sivakumar and MLAs K Muraleedharan, V Sivankutty, Jameela Prakasam and M A Vahid will be present at the workshop.
