The Master Plan is available on the Website of Trivandrum Corporation where it can be reviewed by the public. The Town Planning Department had also invited suggestions from the people for the improvement of the plan.<\/p>\n<p><strong>Tvm Rising<\/strong> &#8211; a blog dedicated to updates of Trivandrum city has published a set of recommendations and suggestions in this regard after obtaining inputs from over 400 city residents. A brief outline of the presentation is given below.<\/p>\n<h2><strong>1. Scope of the Master Plan<\/strong><\/h2>\n<p>The draft of the Master Plan confines its recommendations and plans mainly to Trivandrum Corporation area. But the Corporation forms only a part of the larger Trivandrum Metro Region. <a title=\"TechnoCity \u2013 The future belongs here?\" href=\"http:\/\/news.entecity.com\/technocity-the-future-belongs-here\/\" target=\"_blank\">Technocity<\/a> which envisages development of 2 crore \u00a0Sq.ft of commercial space and 1 lakh employees in IT sector and with potential to make significant contribution to the economy lies outside the geographical ambit of the master plan. Likewise, Nedumangad where premier <a title=\"IISER Trivandrum \u2013 Courses Offered, How to Apply, Address details\" href=\"http:\/\/news.entecity.com\/iiser-trivandrum\/\" target=\"_blank\">institutions like IISER<\/a> are located and the Balaramapuram- Neyyatinkara region where urbanization is rapidly progressing up to the border with the Tamil Nadu are also outside the purview of the Master Plan. Therefore it is recommended that the scope of the master plan should be extended up to Attingal in the north and Nedumangad and foot hills of Western Ghats in the east and Parassala in the south.<\/p>\n<h3><strong>2. Land use and Density<\/strong><\/h3>\n<p>The current draft recommends density based on a concentric model extending outward from the CBD. It intends to encourage density in OuterCity and to discourage density in the periphery of the corporation. \u00a0The recommendation is to restrict density below that specified in the KMBR only where there are only green areas or other ecological sensitive zones. Increased density is to be provided in relation to transportation availability and economic activity. Low density areas should be identified within the metro area to create a potential land bank for future development.<\/p>\n<h3><strong>3. Urban Transit and Infrastructure<\/strong><\/h3>\n<p>The research done on transportation pattern and demand should serve as the basis for a transformative development of metro area\u2019s transportation infrastructure. Roads maybe redesigned and developed as four\/ six lane stretches with sidewalks, bus bays, landscaping etc. The monorail system should be quickly expanded. The master plan must incorporate comprehensive mass transit network that serves the entire metro area.<\/p>\n<p>An integrated water supply system to cover the metro area has to be established. Also the sewage network should be extended to the entire corporation area and progressively out to the rest of the metro area.<\/p>\n<h3><strong>4. Socio-economic development<\/strong><\/h3>\n<p>Construction of world-class Convention and Trade centre on the banks of Akkulam Lake will help the tourism industry in a big way. A world class logistics zone attached to Vizhinjam port will benefit the local economy. A zone with low population density and direct access to NH-66\/ Rail line maybe identified for this purpose. Also establishment of aerospace\/ defence manufacturing facility will attract high value business from ISRO, Brahmos, HAL and other agencies.<\/p>\n<h3><strong>5. Strategy and organization<\/strong><\/h3>\n<p>It is suggested that the Master Plan should spell out clearly how the strategy will be carried out and who will implement it. Various Private-Public-Participation (PPP) models ranging from landlord model through BOT, BOOT to pure private services model should be considered wherever appropriate. The key agency needed to implement the plan should be the Trivandrum Metropolitan Development Authority (TMDA) which should have the powers to issue all building permits, plan, finance and development all public infrastructures projects and also raise the necessary funds. There should also be a Trivandrum Metropolitan Transport Authority (TMTA) for planning, financing and developing mass transit system.
