Now another sewage treatment plant is coming up at Akkulam.

Seven years back the Central government has issued order to transfer a sum of Rs.4.298 crore to the Kerala Water Authority under the National Lake Conservation Programme (NLCP). This fund lays idle with the Kerala Sustainable Urban Development Project (KSUDP) before being transferred to the Irrigation Department. The Water Authority will utilize this fund to construct and maintain the sewage treatment plant at Akkulam. The STP at Akkulam will treat water from Ulloor and Amayizhanjan canals before it reaches the Akkulam Lake.

The fund was meant for environmental regeneration of the Veli-Akkulam Lake, which was to be done by Travancore Cements Limited (TCL). Since the regeneration project failed to kick off, it was decided to use the grant for the sewage treatment plant. The fund drew criticism from the CAG for its non-utilisation. The CAG report pointed out that despite earmarking Rs.24.56 crore under the NLCP, the project for restoration/conservation of Veli-Akkulam Lake had not taken off. Earlier, the project consisted of two sewage treatment plant at Ulloor and Valiathura. Dredging, site protection and beautification too were part of the project, for which Rs.24.56 crore was sanctioned 7 years ago.

Since Muttathara STP is now under the Jawaharlal Nehru National Urban Renewal Mission, the idea for two STPs at Ulloor and Valiathura was dropped. Now, the project has been revived, this time shifting it to Akkulam and to concentrate on preventing the city’s sewage reaching the lake through the Amayizhanjan and Ulloor canals.

Earlier, the authorities proposed many projects for clearing the Akkulam Lake of its hyacinth menace and to make the lake a better tourist spot for the city residents. Several crores were earmarked; however, these projects have so far remained on the paper.

Last week city’s much awaited sewage treatment plant at Muttathara started functioning on a trial basis.
