While Kolkata often thought to be crumbling, topped the list.<\/p><\/blockquote>\n<p>Delhi and Mumbai were ranked fifth and ninth, respectively. Chandigarh scored the lowest, due to its poor legal framework, according to the second report of Annual Survey of India&#8217;s City-Systems 2014.<\/p>\n<p>The survey ranked 21 Indian cities including metros Delhi, Mumbai, Kolkata, Bangalore and Chennai on 115 parameters and 4 main criteria: urban capacities and resources; urban planning and design; transparency, accountability and participation; and empowered and legitimate political representation. Cities from India ended up with a poor score of 2.5 to 4.0 on a scale of 10 while global partners such as London and New York got a score of 9.6 and 9.3 respectively.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-large wp-image-18953\" alt=\"Top Survey Results\" src=\"http:\/\/news.entecity.com\/files\/2014\/06\/Top-Survey-Results-624x513.jpg\" width=\"624\" height=\"513\" srcset=\"https:\/\/entecity.com\/news\/files\/2014\/06\/Top-Survey-Results-624x513.jpg 624w, https:\/\/entecity.com\/news\/files\/2014\/06\/Top-Survey-Results.jpg 700w\" sizes=\"(max-width: 624px) 100vw, 624px\" \/><\/p>\n<p>According to the survey smaller cities such as Trivandrum, Raipur and Bhopal managed to get ahead of the bigger ones such as Bangalore and Hyderabad as they have better and relatively newer legislation compared with bigger cities. Trivandrum was the only city to have appointed a local body ombudsman. Trivandrum and Patna are the only two cities that are in the process of designing new municipal legislation.<\/p>\n<p>Earlier <a title=\"Most Liveable Indian Cities: Trivandrum comes top in Kerala!\" href=\"http:\/\/news.entecity.com\/most-liveable-indian-cities-trivandrum-comes-top-in-kerala\/\" target=\"_blank\">Trivandrum bagged 19th position in Liveability index 2013<\/a> which consisted of 50 cities.
