The new revenue models was mooted after, five companies showed \u2018lack of interest\u2019 to the request for proposal (RFP) floated by the NHAI to develop the 26-km stretch from Kazhakuttam to Mukkola. Delay in handing over land, public opposition to toll collection and its non-feasibility had been cited as the main reasons for the withdrawal of the companies.<\/p>\n
Qualified bidders had informed the NHAI that, ‘financial closure’ will be difficult as toll volume would be low since not many multi-axle heavy vehicles moved through the stretch. Only 30 to 40% of the road capacity would be used once it became a 4-lane carriageway.\u00a0 The qualified bidders also asked for a revision of the design in view of the 16 road crossings proposed. Underpasses had been mooted at Enchakkal, Chakka, Thiruvallom and Venpalavattom.<\/p>\n
The first 26 km of the project will be taken up on a public-private partnership (PPP) mode at a cost of Rs.577.95 crore. The total project cost would be Rs.1,170 crore. Already land had been acquired on the Kazhakuttam-Kovalam stretch. Fixing the compensation for the land in the Chenkal and Karode had been the major hurdle in the land acquisition process.<\/p>\n","protected":false},"excerpt":{"rendered":"
