With this drastic move Trivandrum as a whole is going to be affected in various spheres. Even the much touted ‘Master plan’ for Trivandrum will become irrelevant with this new proposal.

Here are some of the aspects which should be viewed with concern if and when Kazhakoottam becomes a municipality.

1. Metro status

If Kazhakootam becomes a Municipality, Trivandrum stands to lose “Metro” status. The previous government had merged 5 panchayats to the corporation to elevate Trivandrum city into a Metro city. For a city to attain Metro status it should have a population of 10 lacs. Now with the new proposal, the population will drop to 8.5 lacs. All these changes do not bode well for Trivandrum’s dream to become a metro to come true.

2. 100 Wards

At present Trivandrum Corporation comprise 100 wards, thus becoming the largest corporation in the state. With the new proposal 12 wards from corporation will be detached, making the effective ward strength to 88. Whether new wards from other areas will be included to the corporation remains to be seen.

3. Funding from Central government

Only metro cities are eligible for funds allotted for various schemes of central government. Losing the metro status makes the central funds out of reach for Trivandrum. The city might lose JNNURM projects and central government assistance to Regional Cancer Centre and Sree Chitra Tirunal Institute for Medical Sciences and Technology.

4. Smart City project

Modi government is envisaging an initiative where, 100 smart cities are to be built across the nation. Every state is preparing a list of cities that it has to submit to the central government. Losing the metro status will automatically put Trivandrum out of the scheme. This will impact development of roads, communication systems and infrastructure development of the city.

5. Light Metro and Sub-urban Rail corridor

For the realization of light metro project, the Central Government has agreed to bear 20% of the total project cost. The new policy will surely put an end to the possibility central assistance for the project and in effect jeopardize the whole project. Same goes for the Trivandrum-Chengannur suburban rail corridor.

6. Revenue loss for the corporation

At present, all the prestigious institutions like Technopark, KINFRA, College of Engineering, RCC, International stadium being built in Karyavattom etc are located within corporation limits. This will change once Kazhakoottam becomes a municipality. A major share of the corporation’s revenue will also be diverted to the new municipality.

7. Fate of Technopark

Future growth of the prestigious Technopark which will be governed by municipality hangs in the balance. The same applies to the development of above mentioned institutions.

8. Obstacles in development

The proposed municipality banks on the revenue generated from Technopark for its running. However that won’t be adequate and they have to rely on state government for assistance. But the funding to a municipality will never be on par with that of a city corporation and naturally the people of municipality will have to bear the brunt.

9. Land prices to plummet

When the status of Kazhakoottam area gets downgraded to municipality, the land prices will also go down. Currently the area is a hotspot for real-estate developers and this change will negatively impact the overall development of the area.

In view of the above it is clear that, detaching Kazhakoottam from Trivandrum Corporation is not a good idea, both for the residents of Trivandrum city as well as Kazhakoottam.
