It seems that the Light Metro project for Trivandrum and Kozhikode will take a long time to get started as Kerala has opposed the PPP model with Viability Gap Funding (VGF), mooted by the Centre.<\/p>\n
The government says that all the previous attempts to implement Metros through the PPP model had run into problems. “Metro Line I and II of Mumbai and airport lines of Delhi and Hyderabad are \u2018classic examples of delays, cost overruns and concessionaire abandoning the project”, said Chief Minister Oommen Chandy.<\/p>\n
Since Mass rapid system are capital intensive and social projects, ticket fares have to be kept low. And no such project will be financially viable for private investment even with generous VGF at 30% of the cost. It is learnt that government had consulted with Planning Board Member E. Sreedharan and that PPP mode would not be viable even if the VGF went up to 60%<\/strong>.<\/p>\n As an alternative to the proposal, state has demanded taking up the Light Metro as a joint venture between the Central and State governments.
