This will include acquisition of remaining land, rehabilitation of affected fishermen and availability of granite for the project.

Land acquisition

Government will again hold talks with the owners on the remaining land to be taken over for Vizhinjam harbour. The price of the land and other details will be decided by the district-level purchase committee headed by the District Collector. The final approval will be given by a committee headed by the Chief Secretary. The government needs to take over 30.62 acres of land for the project. The land already acquired by the Vizhinjam International Seaport Ltd (VISL) would be transferred to Adani Ports and SEZ. Seven hotels on the coast are yet to agree to hand over their land. Some resort owners are demanding wildly unreasonable price for their land. This is in fact delaying the land acquisition works.

Rehabilitation

A special package would be worked out for the people and business establishments in the area to compensate for the loss of property and business. The list of fishers eligible for rehabilitation was being verified by a team of officials from the Fisheries Department and the Central Marine Fisheries Research Institute. An appeal committee chaired by the Collector had been constituted. As per the list, there are around 250 mussel fishers and 75 shore seine fishers were expected to be affected by the project while 2,000 would require temporary rehabilitation during the period of construction.

Finding quarries for the project

There is a need to find quarries needed for the construction of the harbour. Quarries in government land would be selected to supply stones under a lease agreement with Adani Ports. Efforts were on to bring more stones by rail and water transport. Ports Minister K. Babu said the quarries would be given no exemption from mining laws. Government is also considering bringing in granite from other states. Initially it was decided to bring it from Tamil Nadu. However, the Tamil Nadu Government did not permit to carry it to other states.

Government will also widen three byroads leading from Karamana-Balaramapuram NH stretch to the coast. Adani Port officials earlier demanded development of approach roads leading to Vizhinjam.

Inking of Concession Pact on Chingam 1

Government and Adani Ports & SEZ will sign the concession agreement at the Durbar Hall of the Secretariat at 5 pm on August 17, Chingam 1. Ministers, Chief Secretary Jiji Thomson and other officials will be present. Adani Group chairman Gautam Adani will be present on the occasion.

To ensure that Vizhinjam project commence on time, the state government has decided to expedite the background works and arrange the necessary infrastructure for starting construction on the project.
