After nine months of uncertainty, the cabinet finally approved the Detailed Project report (DPR) for Trivandrum – Kozhikode Light Metro rail projects. However, the light metro is far from being implemented.<\/p>\n

The DPR will be sent to Central Government (Ministry of Urban Affairs) for approval and their approval has to be obtained. It took 3 years for the previous Central government to grant permission for Kochi Metro. Another problem faced by the project is the funding option. As per the current decision, 20% has to be borne by the state government, another 20% by the Central government and the rest 60% has to be raised by way of loan. If the Centre is reluctant to make available the 20% (Rs.1,278 crore), then the project will delay even further.<\/p>\n
The cabinet is yet to say how this 60% of funding will be raised. It could be either raised with the help of JICA with a low rate of interest or by taking loans from Indian or foreign banks. Or a combination of both. The JICA can lend 80% of the project cost. Hence, if the state can avail of the JICA loan, the 20:20 ratio can be lessened to 10:10.<\/p>\n

The biggest challenge faced by the state government is the land acquisition and road-widening. It is estimated that at least 500 buildings have to be demolished including residential structures will be demolished fully or partially to facilitate the widening of Kesavadasapuram \u2013Kazhakootam stretch. Land acquisition itself would cost around Rs 500 crore or more. As per the new land acquisition Act, compensation should be double the cost of the land to be acquired for development in urban areas. From Technocity to Kariavattom, no road-widening will have to be carried out as the stretch has the required width.<\/p>\n
As per the DPR, there will be three coaches for Trivandrum which can carry 600 passengers. The platform will be designed in such a way that it will have the necessary length for upgrading to four coaches.<\/p>\n","protected":false},"excerpt":{"rendered":"
