Bihar model special courts have been recommended by the Committee on Prevention of corruption to seize the wealth amassed by corrupt means. The committee comprising of former Chief Secretary M Mohan Kumar, former IIM Director Dr Samuel Paul, \u00a0former head of RAW \u00a0Hormis Tharakan, T R Raghu Nandan IAS submitted the report to Chief Minister Oommen Chandy.<\/p>\n
So far, no one’s wealth have been confiscated on the basis of corruption charges by means of the existing law. Setting up of these courts will speed up the the trial of corruption cases.It has also recommended a code of conduct for the ministers. Britain, Australia and Canada are some countries that have implemented code of conduct for ministers.<\/p>\n
In the capitation fee issue, it has suggested to follow the Karnataka model Prevention and Capitation Fee Act 1984.
\nAnother area the committee touched is regarding the Whistle Blower system. The introduction of one such system has been mooted by the team.<\/p>\n
A full time Secretary has been recommended for the Vigilance Department. Now, the Secretary for Home is handling this charge too. The petitions received regarding Government departments should be handed over to the Secretary for Vigilance. Those related to Local Self Governments(LSG) should be handled by ombudsman. Since the number of petitions received on the LSG matter is above 2000, one more ombudsman should be posted and a pleader should accompany it for help.<\/p>\n
Extension of the E-District programme is another one of its suggestions. Ration cards, certificates,licenses and vehicle registration should all be computerized. Web based file tracking system is another new introduction sought in the Secretariat and other government offices. District collectors should convene Adalaths once in 6 months to resolve issues.<\/p>\n
Corruption is observed in most spheres in the country today. The best way to combat this menace is the Youth. Educating them and making them aware of the ill effects of corruption is a must. The committee has also called for the inclusion of this topic and its effects and solutions to remove the illness should be added in the academics too.<\/p>\n
Many committees and studies have been conducted by the State on a daily basis. Calling these together is not the issue. Instead implementation and proper follow up of these reports is what the public actually recommends.<\/p>\n","protected":false},"excerpt":{"rendered":"
