However, a recent report of the ADB-aided Kerala State Urban Development Project by CAG shows that only one out of the five planned components of sewage project in the city was completed.<\/p>\n<blockquote><p>A\u00a0recent report by CAG shows that only one out of the five planned components of sewage project in the city was completed.<\/p><\/blockquote>\n<p>Muttathara sewage plant project consisted of upgrading the existing sewage treatment plant rehabilitation of existing sewerage system and extension of sewerage systems, which will cost Rs 109.4 crore. However, only Rs 52.12 crore could be utilised under the project.<\/p>\n<p>CAG report says that two packages for laying sewerage lines and giving house connections failed to complete due to the poor performance of the contractor and due to public protests. &#8220;<em>Construction of STP was completed. But since KWA could not complete the works pertaining to laying sewerage lines, the Muttathara sewage treatment plant could not function at its optimum capacity. Only 40-45 million litres of sewage is being collected per day and transferred through the sewerage line for treatment at STP. The capacity utilisation of the plant in 42%,<\/em>&#8221; says the CAG report.<\/p>\n<p>CAG report also noticed that KSUDP could not ensure sewerage network connectivity to the estimated population of 69,289 in the city.<\/p>\n<p>The work was awarded to UEM India Limited in March 2009 with a deadline of 18 months. However, when the contractor failed to complete work on time, state-level empowerment committee (EC) decided to relax liquidated damages (LD) which were imposed on the contractor. This decision was also slammed by the CAG in its report. CAG noted that decision of EC to waive imposition of LD was irregular as the delay was occurred due to lapse on the part of the contractor.<\/p>\n<p>Further, the report also says that an amount of Rs110.01 crore was spent on cleaning of Pazhavangadi canal and Thampanoor areas, waterlogging still persists at Thampanoor.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>In a country where constructing a sewage treatment plant is an impossible task, Trivandrum can proud of having a one of the biggest sewage treatment plant operating round the clock.
