This Act is set to touch down on November 1, 2012. The highly appreciated &#8216;<strong>Right to Service Act<\/strong>&#8216; is now in its final stage of rework.<\/p>\n<p><strong>The Act will provide the citizens with the right to obtain government services within a set time frame.<\/strong>Thus making the service from the government a right of every citizen of the State rather than mere charity.Chief Minister Oommen Chandy had earlier referred to the Act as the Magna Carta of the people of the State.<\/p>\n<p>Services provided by any government department,local self government institution,State Public sector Undertaking or a statutory body will come under the purview of the legislation. Time bound redressal of complaints of citizens, delivery of services to the public and making government servants liable is the expected course of action.In the first phase, 13 government services and nine services related to the Police Department will be covered under the Act.<\/p>\n<p>It ensure guaranteed delivery of services within a stipulated time and failure to do so will also invite fines of not less than Rs 500 and not more than Rs 5000 on the designated officer.<\/p>\n<p>Final round discussions are being held with the ministers and the Secretaries of departments before taking a final call on the implementation of the legislation.<\/p>\n<p>The Act seems promising on paper,whether it will have the teeth to make an impact is to be seen.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>A landmark legislation was passed by the State assembly in July.
