The Telecom Regulatory Authority of India (TRAI)) has issued a new directive for SMS to prevent unsolicited commercial communications (UCC).Through new regulations called \u2018Telecom Commercial Communications Customer Preference (Tenth Amendment) Regulations, 2012\u2019, TRAI is going to prevent unsolicited commercial messages especially SMS from unregistered telemarketers.<\/p>\n
TRAI stated that the Indian Mobile Operators offers a large number of concessional SMS packs and tariff plans for bulk SMS users and these packs are misused by the unregistered telemarketers to send promotional SMSs to consumers.<\/p>\n
To prevent such misuse of bulk SMS packs, TRAI has put a 100SMS per day per SIM limit<\/strong> at a concessional rate. The subscriber can send SMS beyond this limit, however all SMS send beyond the 100SMS per day per SIM will be charged at a rate not lower than the rate prescribed by the telecom regulator. TRAI prescribed a tariff of minimum 50paise for such SMSs beyond the daily limit.<\/p>\n Recently TRAI conducted an open house discussion on the topic of ‘unsolicited commercial communications (UCC)’ which involved Telemarketers, Mobile Operators, and Consumer groups. The telecom regulator has asked the Internet Service Providers (ISPs), a solution to prevent sending bulk promotional SMSs using software applications by the unregistered telemarketers. However, registered telemarketers, transactional message sending entities such as Banks and phone numbers are excluded from this provision. The new measure will not affect normal consumers sending non-commercial SMSs.<\/p>\n TRAI has also made the lodging of complaint against UCC through SMS easier. With the new system, you can report a complaint by simply forwarding the UCC SMS to\u00a01909<\/strong>\u00a0after appending the telephone number and date of receipt of the SMS.
