Regional Transport Office (RTO) is the government bureau which is responsible for the issue of Driver’s Licences and the registration of vehicles in India. It comes under the Motor Vehicles Department which is a line department of Transport Department, Government of Kerala. There are four zonal offices in the Motor Vehicle Department, each headed by a Deputy Transport Commissioner. South Zone is located at Trivandrum. It comprises of the Regional Transport Offices, Trivandrum, Attingal, Kollam, Pathanamthitta, Alappuzha and Nationalised Sector. How to apply for Driving License?
In Kerala driving licenses are being issued by the Motor Vehicles Department through its 17 Regional and 47 Sub RTO offices. One should have proper authorization in the license to drive specific class/classes of vehicle he intends to drive.
One has to be 18 years or more to apply for a driving license to drive a non-transport vehicle. If you are between 16 and 18 you can apply with the written consent of your parents, for a driving license to drive a Motor Cycle below 50cc. Vehicles using for hire or reward are classified as transport vehicles and others are classified as non-transport vehicles.
Before you can have the road test you need to undergo a computer based Learner’s test. Knowledge on Road Rules and Regulations, Signals and signs, Road manners, defensive driving etc will be evaluated at the Learner’s test. There are plenty of books that help you to get through the Learner’s test. The test is valid for six months and valid throughout India. If you fail in the test you can reappear for re-test on any of the coming working days on paying fee of Rs.30/-.
After completing Learners License for more than 30 days, you are eligible for the Road test. Your date for the Road test will be mentioned in the Learners License. When appearing for the test you should produce the application forms along with the learner’s license. The driving test is conducted in two parts -Ground test and Road test.
In Ground test, they will test your efficiency in controlling the vehicle. An 8 track is made for testing two and three wheelers; while an ‘H’ is made for testing the four wheelers. In Road test your skill in driving will be tested. If you successfully pass both tests, an acknowledgment coupon will issued on the spot and the Driving License Card will be send to you within a week.
Forms and Documents required
Form1- if you are below 50 years, Form2- Application for Learner’s License, Form3- Learner’ License form, Form4- Application for Driving License. In the case of documents, you should produce a eye test certificate from an authorized ophthalmologist and attested copy of proof of residence, proof of age and proof of citizenship. You can bring any of the government issued ID cards such as -Election ID card, Ration Card, School Leaving Certificate, passport etc.
Submit the filled application form along with all the above documents, before the Assistant Licensing Authority
Fee for appearing for the learner’s license is Rs30 and for driving test it is Rs50. For the driving License an additional amount of Rs200 must be paid. There is also a service charge of Rs50. So in total Rs330/- must be paid. The fees can be paid at the RTO Trivandrum in cash.
